摘要: 軌道系統具有運量大、速度快、污染低及可靠度高的服務特性,因此近年來政府交通部門逐漸將建設的重心移往軌道系統建設。隨著高速鐵路的通車營運,各縣市捷運及輕軌之陸續興建,以及台鐵所面臨的民營化問題,鐵路監理業務的推動將會日趨複雜且專業。就鐵路運輸之技術層面而言,實有必要依不同軌道系統之技術純熟程度分析其建設與監理作業之需求,並依據其監理功能與技術需求規劃適當之監理制度與組織架構,俾讓軌道系統之營運安全能充分保障。本研究透過國內外軌道運輸系統安全資料之蒐集,以系統生命週期的角度審視分析軌道系統在規劃、設計、興建及營運過程中,所可能面臨之系統績效及安全問題,以規劃軌道系統之監督管理作業需求,最後更依據我國之軌道運輸發展環境及技術能量,規劃我國推動軌道系統建設之監督管理制度、行政組織結構、及技術支援機制。並就我國未來鐵路監理單位與研究單位建立時所需之法令研擬、組織調整、人力配置進行可行性分析,以期勾勒出一具適合我國軌道未來發展需要之一完整藍圖。
This study is undertaken to design an organizational mechanism for railway administration and technology development. The concept of system safety was employed to review the critical safety issues over the whole lifecycle of railway construction and operation. Based on the data collected from the countries with advanced railway transportation, several possible organizational alternatives will be developed and evaluated through reviewing the scale of railway transportation industry, administration environment, and the market of railway technology demand. Finally, the schemes and schedules to remedy the law, regulation, and technological specifications, as well as to adjust the organizational structure will also be suggested in this study.
