摘要: 一般說來,公車拋錨或肇事等意外事故之發生原因,絕大部分與機件故障或駕駛行為不當有關。在預防機件故障部分,若汽車客運業者將車輛保修排程與機料庫存管理納入資訊化之管理資訊系統(MIS)中,將有助於保養維修工作之落實;此外自動車況偵測顯示技術可對引擎等機件進行診斷,當車況有問題時,可提供預先警示機制。在避免駕駛行為不當部分,藉助行車狀況即時紀錄技術(例如數位式行車紀錄器及錄影監視系統等),客運業者可對駕駛進行督導考核與肇責分析,對不當駕駛行為產生一定約束力;此外由於公車車體較長較寬,發生事故時傷亡往往也較嚴重,若藉助先進車輛控制及安全系統相關技術(例如自動駕駛輔助技術及預防碰撞技術等),可提供公車駕駛必要之協助,減少駕駛不當行為,使其得以順利在辨識度低、道路擁擠、天候惡劣或身體不適等狀況下安全駕駛。當有緊急事故發生時,若車上備有錄影監視系統,可將車內外發生之事故錄製下來,即時傳送至調管中心,加上寂靜式危急事故通報技術之協助,客運業者可緊急處置此突發狀況,保障駕駛及乘客安全。爰此,本研究主要探討如何結合ITS相關技術及運輸管理知識,來增進公車行車安全、減少意外事故發生或降低事故造成之衝擊,除分析已研發相關技術之成效、選取並整合有關技術,以確保在一定的合理成本下達到預期績效,並擇定合適車輛,進行公車行車安全管理系統示範計畫。
Generally speaking, the causes of public transit breakdowns or accidents are due to poor maintenance and driving skills. We believe that vehicle breakdown rate can be reduced if there is an effective maintenance system. Also, with the helping of digitalized vehicle recording system, the authority can have close monitoring on drivers?HH?HH behavior. Thus, the reduction of accident rate can be expected. Besides, the accident rate can be reduced with the adoption of advanced safety vehicle technologies, such as lane departure warning system, collision avoidance system. When there is an emergency incident occurs, we hope to activate a standard report system for authorities taking appropriate actions as soon as possible. The purpose of this research is to discuss how to integrate ITS related technologies with transportation management skills to improve the safety of buses within the reasonable budget limit.
