摘要: 為提升競爭優勢,台灣的高科技產業逐漸朝提升產品開發及技術研發能力的方向發展。研發型組織主要運用知識及智慧以進行抽象的開發設計活動,而最終產出可為無形的創意或具體的產品雛型。因研發型組織獨特的運作模式,使其具有不確定性、高風險及智慧資本密集的特性。如何針對具有上述特性的研發型組織,設計一套適當的績效衡量系統,以有助於績效目標的達成,是一重要議題。 本研究以策略展開觀點及系統觀點提出一般績效衡量系統的構建流程。隨之,分析研發型組織的特性,針對研發型組織發展一套系統化的研發績效衡量模式,並進一步構建此模式中的專案管理流程。最後以一上市公司為例,說明如何應用本研究所提出的方法構建研發績效評估系統。
In order to promote competitiveness, the high technology industries in Taiwan are eager to promote product development and technology progress ability. R&D organizations apply knowledge, intelligence and experiences to conduct abstract design activities, and finally obtain intangible inventions and concrete product models. Due to the unique operating models of R&D organizations, they are characterized by uncertainty, high risk and intellectual capital intensity. How to design an appropriate performance measurement system for R&D organizations to achieve goals efficiently is a critical issue. This research proposes a performance measurement system for R&D. We first propose a performance measurement system design process from strategy deployment and system perspectives, then analyze the characteristics of R&D organization, and finally construct a R&D performance measurement system. We also take a high technology company for example, and demonstrate how to put the R&D performance measurement system into practice. The benefits of the R&D performance measure system lie that it can help the whole organization reach consensus in strategy execution and provide guidelines to improve processes.
