Abstract: 本論文探討世界各國實施號碼可攜服務的經驗,對我國實施號碼可攜服務的方式及監管機制提出建議。研究主題包括號碼可攜服務的成本效益分析、號碼移轉資料庫的管理及未來實施行動號碼可攜之相關議題。 號碼可攜服務包括:轉換經營者號碼可攜服務、遷移位置號碼號碼可攜服務、以及變更服務號碼可攜服務,主要應用於固定號碼、行動號碼、及非地域相關網路號碼,世界各國多先實施轉換固網經營者號碼可攜服務,非地域相關網路號碼的商業價值高,也應列為優先實施的服務項目。我國固定網路預計於1999年年底開放,主管機關要求各經營者提供固定號碼及非地域網路相關號碼可攜服務。 在實施號碼可攜服務過程中,收費問題最容易引起經營者間的爭議。成本分擔主要依據四項原則:成本造成原則、成本減少原則、有效競爭原則及利益分配原則。在這些原則下,系統建置成本應由各經營者負擔;移出經營者不得向攜碼用戶收取移轉作業費;全體用戶都有責任負擔實施號碼可攜的成本。經營者向用戶收取的費用必須經由主管機關審核同意。 號碼移轉資料庫有集中式及分散式兩種建置方式。美國網路經營者多,所以採用集中式資料庫;香港由於網路經營者少,且委由香港電訊管理資料庫,所以採用分散式資料庫。在我國宜由經營者協商,選擇一個共同可以接受的號碼移轉資料庫管理方案。
Number Portability allows telecommunications users to retain their telephone numbers in case they want to change service provider. Telephone numbers may be associated with fixed network services, mobile network services or non-geographic related services. There are three types of number portability services- Service Provider Portability, Location Portability, and Service Portability. Taiwan's fixed network telecommunications services will be opened up for competition by end of 1999. The DGT's policy is to mandate Service Provider Portability and non-geographic NP when competitive LECs start offering fixed network services. Mobile NP will be postponed till international standards become available. The charges and costs recovery principles of Number Portability services often cause disputes among CLECs and ILECs. The commonly accepted principles include the Cost Causality Principle, the Cost Minimization Principle, the Effective Competition Principle and the Distribution of Benefits Principle. There are two alternative architectures for implementing the ported-number database: centralized database or distributed database. The centralized database relies on a third party to be the controller or the administrator for the exchange of ported-number information. This approach may be more reliable; however, it may be a little costly for the carriers. On the other hand, the distributed database requires each carrier to inform all the carriers about their newly signed-up customers. This is like an autonomous system which is more economical but may not be as robust as the centralized approach. This thesis focused on critical issues of implementing NP, including cost-benefit analysis, management of distributed or centralized database, mobile NP challenges, technical feasibility studies and regulatory policies. This research summarized the experiences of other countries with respect to NP policies and implementation. The purpose was to provide recommendations to the DGT as well as to the competitive LEC, and the incumbent LEC.
