dc.description.abstract本研究旨在探討政府資助的研究機構技術開發至研發結果移轉產業界 ,達到商業化用途目的之技術落實程序。在技術移轉文獻中,大都以技術 提供者或技術需求者之技術移轉的發生為探討的主題,缺乏整合性之技術 落實程序,對研究機機構而言,技術落實程序將有助於研發結果移轉產業 界,以提升國內之產業技術。 自技術移轉之基本理論擴展至技術落實 的觀念,提出研究機構以選擇符合產業界需求的技術作為發展目標、規劃 連結技術發展至移轉策略、從事研發活動、尋求技術需求者、決定移轉方 法、及進行移轉活動六個階段之技術落實程序,達成研發結果商業化目的 。 構建技術發展與技術移轉之連結模式,作為研究機構規劃技術發展 到產業商業化用途之策略;建議研究機構可結合學術界之研究資源與人才 培育功能,以達到有效地發展創新性技術的落實效率;並利用我國積體電 路技術發展過程之個案研究,驗證本研究所建構之研究機構技術落實程序 的可行性。個案研究顯示,我國積體電路產業在1973年國資只有構裝廠商 ,然而到了1990年已擁有設計、光罩、製造、構裝等完整的產業體系,其 形成過程可簡述為「政府選擇IC技術,由工業技術研究院從美國RCA引進 IC技術,經吸收與進展,再移轉至產業界進行商業化用途」。 This research proposes a technology applications mechanism ( TAM) for use in government-supported research institutes. The TAM is the procedure by which the research institutes perform technology development and transfer the results to domestic industry for commercial applications. Most of the literature on the procedure of technology transfer focuses on only the technology supplier or technology recipient and lacks an integrated procedure to ensure the success of technology transfers. An integrated procedure is important in helping research institutes achieve the goal of performing R&D activities that contribute to upgrading domestic industrial technology. We formulate a TAM consisting of six main phases: (1) identifying a technology to develop that meets domestic industrial requirements; (2) planning a strategy for linking technology development and technology transfer; (3) performing R&D activities, (4) searching for technology users; (5) determining a method of transfer; and (6) carrying out the transfer. Through the proposed TAM, research institutes can ensure that technology development ultimately yields commercial applications in the industrial sector. Furthermore, since the second phase of the TAM, planning a strategy for linking technology development and technology transfer, is the critical link for research institutes undertaking R&D and technology transfer, we develop a strategy for linking the technology of research institutes to commercial application in the industrial sector. We also suggest that the research institute can combine its basic research and training resources with academic institutions to improve the efficiency of the TAM. A case study of the Industrial Technology Research Institute's (ITRI's) successful development and transfer to commercial application of integrated circuit (IC) technology is used to confirm the feasibility of the TAM formulated in this study.zh_TW
