In Taiwan, female dress has developed over four decades. During this long period, many strategies have been used in order to deal with the changing environment. However, these strategies are not all suitable. Among these strategies, consignment is the most critical one. Consignment breaks the formal business model, it lets retailers run business without preparing capital in advance and not to stand the risk and loss of inventory. But such business model causes too much inventory for many to run business in a rapid changing environment. According to author’s experience and deeper interview with players in the female dress supply chain, there are still some wholesalers which do not afraid the threat of consignment. And some of these wholesalers keep earning lots of money under the condition. This research will find out and aggregate the reasons why they run business so successfully. Besides, this research also found that many of the players in such supply chain do not have well-suited management information system. So, according to the studied consignment model, a suitable e-commerce system for the players in the female dress supply chain will be proposed and implemented in this research. The constructed system will be used to gain real benefit to all players in such supply chain.
