摘要: This paper aims to find a detailed and in-depth understanding of Mongolia and Thailand’s innovation policy, implementation and impacts, as an innovation policy is considered an important factor of economic growth and social development of the countries. The reason why I chose these countries is that Mongolia and Thailand are regarded as a transition/developing economies. In order to conduct this research, I have chosen the taxonomy of innovation policy proposed by Rothwell and Zegveld as a main analysis framework. Then it reviews the two countries’ current economic, innovation, and industrial performances in the specific economic and institutional contexts in which they operate through the measures such as cluster strength, R&D engagement, industrial growth, and inward FDI. The result shows that the applied research, grants, market demand and technology development are not correlated with each other in Mongolia. In the past, Mongolia’s S&T sector performance was not competitive due to lack of capability-building, knowledge and experience in technology transfer and sufficient funding. Thailand’s government established the state enterprise TISTR for conducting research and providing service to state agencies and private enterprises. As a result, TISTR has played an important role for commercializing the technology and developed a good bridge among the actors. In the past, the governments of Mongolia and Thailand has focused on carrying technology development activities for industry by public institutions rather than supporting technological development within industrial firms. However, two countries’ governments has initiated number of national action plans towards to their S&T and national innovation policy and now are in a progress. In the end, the study suggests policy implications, recommendations and limitations based on the findings from the study of two countries.
