A case study on increasing fire rescue efficiency in Miaoli Fire Department

ABSTRACT Taiwan is situated in the region where natural disasters frequently occurred, and the threat brought by disasters often causes large quantities of casualties and damages to property. Compared with the more advanced search and rescue organization and perfect system in the foreign countries in disaster rescue, the search and rescue system in Taiwan appears disorderly and unsystematic; the post-disaster reconstruction and rehabilitation work also cannot be effectively promoted in a systematic and comprehensive way. Therefore, government made and promulgated “Disaster Prevention and Protection Act” in 2000 to standardize the authority related to various disasters as well as the establishment, management and control, and operation work of units at each level while disasters occur; government also integrated the resources in each unit to fully and systematically carry out the disaster rescue and post-disaster reconstruction and rehabilitation work. In this way, the fire control work will be promoted to the wider scope of disaster disposal, rather than being limited to fire disposal only. In order to adapt to the demand of diversified disaster rescue in modern times, it becomes more important to intensify the firefighters’ attendance efficiency and rescue ability, which is also the basic policy to enhance disaster rescue efficiency of fire organ at each level. This research used “A Study of Improving the Efficiency of Disaster Relief and Attendance–a Case Study of Miaoli County Fire Department” as the theme, and Miaoli County Fire Department as the subject. During the research process, firstly the literature listed in the second chapter Literature Review was used to analyze the period interval between accepting the case to being out on duty to the site; meanwhile, the possible impact factors cognized and presupposed by researchers were used to design semi-opened-ended questionnaire to collect experts’ opinions, and the information obtained was used to design close-ended questionnaire to apply modified Delphi method. The standard deviation, mean and coefficient of variation were screened and filtered to agglomerate experts’ consensus gradually. In the end, AHP was applied to find out the relationship between important factors in each stage to further highlight the promotion direction in the future and to summarize the research findings and suggestions in the end, in order to provide reference for administration and subsequent researchers.
